I'm in Vancouver WA, and I'm on craigslist and eBay every day and I have never seen a running one for sale in WA. Your best bet is to buy a good body, a VW chassis, Jeff's CD and build it yourself. You could buy one outside of WA and bring it back. Washington is a relatively easy state to register a kit car. You just have to have a receipt for the chassis and one for the body. Unless you use a different engine or transmission, then you need receipts for those as well. No State Patrol inspection. Thank you SEMA Law!

You must set up a site on a host site like photobucket.
Once you do copy the last link they offer (its like 4 different links to each pic) and paste that link into your post.
Pictures will allow some very experienced people to offer you advice before you jump in.
When you post it might be a good idea to also lay out your expectations on what you want from the project, how mucgh time you have, your mechanical ability, a general statement regarding your abilities and finally your budget.
With that info we can let you know if you are in for a great experience or just flushing your money down the toilet.
